Specifically this device converts the Playstation 3's 3D content into a format that can be displayed by your 2D display and with the added emitter and glasses will give you the full 3D experience. The limitations of the display are that it must be able to accept a 720p 120Hz or 100Hz signal which very few are ale to do.
